backpacking power poles

on a walk around reno, i noticed these backpacks hanging from this power pole. this was on a street where not much is happening and there's not a lot of traffic. there are a few transient folks milling about semi-frequently in the area but other than that, it's pretty quiet.

any ideas about these backpacks? they're fairly high up and would take some effort to get to. but they don't seem like electrician's bags or any kind of professional accessory. i'd like to know what other people think about why they're up there.
